Every Nattukottai Nagarathar family (pulli) belongs to exactly one of nine temples, and marriage within the same temple is barred. Each kovil is run by its pulli members, one family one vote. Ilayathangudi has seven divisions and Vairavanpatti three vahuppus.

The kovils keep a pulli register and collect pulli vari tithes.
