Control is contested between mahajans and villagers and other communities. Amendments to the Devasthan Act were shelved in 2024 and 2025, and the Navadurga case is before the High Court.
Each Goan temple's mahajans are its hereditary member families under the Devasthan Regulation (Diploma 645). Their rolls are not public.
